I will advice that a copy of the circular is made available for download to assist in fast tracking it's implementation even if it means holding a rally to that effect at the various chapter.

The next question are 1) what are the amended clause? 2) when with the president sign it into law? These are pertinent questions that need to be answered so we can speedily implement it.

Nate and its interested bodies in the passed bill should pressure the senate to forward the bill for signing. My experience as a staff with the legislature tells me that their are plots by the enemies of the bill to see that the bill is not signed. At this point of the bill their no need for lobbying. So anybody thinking they need to lobby for the bill to be sign is only an enemy. The recent visit to the head of service to facilitate the signing is not necessary, and to its a plot to deny the sign as her role needed with the passage of the bill.

My question is how effective will this circular be without a constitutional backup. Because bayelsa state have refused to effect it but making reference to the scheme of service which still hold on to the dichotomy.
